Bishop Franco Mulakkal was born on March 25, 1964, in Trichur in Kerala. He was ordained priest in 1990 and appointed auxiliary bishop of Delhi on January 17, 2009.

Pope Francis appointed him as the bishop of Jalandhar on June 13, 2013.
