Pope Francis appointed Father Napoleon Sipalay as bishop of Alaminos diocese on Jan 28, 2023.

Bishop Sipalay was born on Oct. 20, 1970, in Davao City located in the Philippines.

Sipalay entered the Dominican Order of Preachers in 1988 made his First Profession in 1991 and completed his philosophy course at the Philippine Dominican Center of Institutional Studies in 1992.

He completed his bachelor’s degree in sacred theology in 1995 and completed his licentiate in 1997.

He was ordained a priest on April 5, 1997.

Sipalay served as the Assistant Master of Students and Novice Master before being assigned as a missionary in Sri Lanka.

He worked as a missionary in Sri Lanka from 2006 to 2015, during which he held various positions including a teaching role at the National Seminary of Our Lady of Lanka in Kandy.

He also served as the secretary to the Committee for Religious Formation of the Conference of Major Religious Superiors of Sri Lanka from 2009 to 2015.

Sipalay served as the prior of the Priory of Our Lady of the Holy Rosary in Manaoag, Pangasinan, before he was elected the prior provincial serving from 2016 to 2021.

He has been serving as the Vice-Rector of the University of Santo Tomas (UST) Central Seminary since 2021.

Bishop Sipalay is the third Filipino Dominican to be elevated to the episcopate following the late Archbishop Emeritus Leonardo Legazpi of Caceres, and the late Auxiliary Bishop Jose Salazar of Lipa.
