Bishop Vicente M. Navarra, DD was born on Jan. 22, 1939 in Mambusao, Capiz. He was ordained a priest on April 7, 1962. Pope John Paul II appointed him Auxiliary Bishop of Capiz on April 23, 1979. He was ordained Bishop on June 26, 1979. On Nov. 21, 1987, he was appointed 1st Bishop of Kabankalan. His installation took place on Feb. 11, 1988. On Sept. 2, 2001, he was installed as the Apostolic Administrator of Bacolod. Pope John Paul II appointed him the 5th Bishop of Bacolod on May 24, 2001. He was installed on July 19, 2001.

Currently, the bishop serves as member of the Catholic Bishops' Conference of the Philippines (CBCP) Episcopal Commission on Social Action, Justice and Peace and the Episcopal Commission on Vocations.

Bishop Navarra speaks English, Tagalog, Cebuano and Ilonggo.
