Bishop Bishop Paul Li Yi, a Franciscan, is the ordinary bishop of Changzhi (Lu'an) diocese. The Vatican-approved prelate was born in 1923 and ordained a priest in 1949. Ordained a bishop secretly in 1997, he is not recognized by the Chinese government. He died in 2012.
