Salesian Bishop Joseph Hoang Van Tiem was born on Sept. 12, 1938 in the northern Nam Dinh province's Hai Hau district. He entered the Minor Seminary of Bui Chu in 1950 and 10 years later he entered the Salesian novitiate in Sai Gon (now Ho Chi Minh City). He studied philosophy in Hong Kong from 1962-1966 and then studied theology in Bethlehem, Israel, in 1969-1973. After he returned to Vietnam, he was ordained a priest on April 19, 1973. He taught moral theology at Da Lat-based Salesian Institute before he served as pastor of Thanh Binh parish from 1975-1995. He also taught at Saint Joseph Major Seminary in Ha Noi for six years until July 14, 2001, when he was name Bishop of Bui Chu. His episcopal ordination was on Aug. 8 that year.

He also serves as head of the Episcopal Commission for Religious of the Vietnam Bishops' Conference.
