Bishop Vincent Zhan Silu is the head of the open church community. Ordained illegitimately without papal mandate in 2000 with 4 other bishops, Bishop Zhan became the only prelate who has not been granted pardon till now.

Bishop Zhan succeeded as the ordinary of the “open” church community when his predecessor Bishop Peter Zhang Shizhi died in 2005. He, however, postponed twice his installation until May 2006 to avoid coinciding with the elevation of Bishop Joseph Zen Ze-kiun of Hong Kong to cardinal in late March or the illegitimate episcopal ordinations of two bishops that were held in Kuming and Anhui.

Bishop Zhan, who obtained in 1988 a bachelor´s degree in theology from Hong Kong diocese´s Holy Spirit Seminary College, which is aggregated to Pontifical Urban University in Rome, told UCA News in 2006 he “supports the Holy Father” and “is confident that the Holy See would gradually accept” him.
