Joseph Yue Fusheng, the Roman Catholic Bishop of Harbin, was born in April 1964. He was ordained priest on August 7, 1988, and was elected the Bishop of the Apostolic Administration of Harbin on May 16, 2012, by the Chinese Catholic Patriotic Association. He was ordained as Bishop on July 6, the same year, without a Papal Mandate. Bishop Yue Fusheng was excommunicated latae sententiae, for not acquiring a Papal Mandate during his election as Bishop. The excommunication was later lifted on September 22, 2018, thereby confirming his position.
