Bishop Paul Xiao Zejiang of Guiyang was born in October 1967 into a Catholic family. He entered the Sheshan Seminary in Shanghai in the year 1989. Bishop Aloysius Jin Luxian of Shanghai ordained him a priest in 1994 because Bishop Xiao Zejiang’s native Shiqian diocese had no bishop.

Bishop Xiao Zejiang has served in several parishes after becoming a priest. Bishop Jin Luxian said Bishop Xiao Zejiang ‘s pastoral experience would help him in his work as a bishop, adding that Bishop Xiao Zejiang "knows about 80 percent of the Catholics" in the diocese.

Bishop Xiao Zejiang was elected as the coadjutor bishop of Guiyang in October 2006. His episcopal ordination was on September 8, 2007, on the feast of the Nativity of Our Lady, with the approval of Pope Benedict XVI, with Bishop Wang Chong Yi as the principal ordainer. Bishop Louis Yu Runchen of Hanzhong (Shaanxi province), Auxiliary Bishop Paul He Zeqing of Wanzhou (Chongqing municipality), and Bishop Joseph Ma Yinglin of Kunming (Yunnan province), were the co-ordainers.

The episcopal ordination of Bishop Xiao marked the first ordination of a bishop since Pope Benedict XVI issued his open letter to mainland Chinese Catholics on June 30, 2007.

Bishop Xiao succeeded Bishop Wang on September 8, 2014, as the Bishop of Guiyang.
