Bishop Joseph do Tran Van Toan was born on April 7, 1955 in Thai Binh, North Vietnam, in the Province of Quang Nam.
He was studied in the Minor Seminary of the Diocese of Long Xuyen, and then from 1974 to 1981 at the Major Seminary of the same diocese.
Prior to ordination, for 11 years he served in the parishes of Moi Khoi and Thanh Quoi, waiting to get government permission for his ordination. He was ordained a priest on 16 January 1992 for the diocese of Long Xuyen.
After ordination he took up several pastoral and academic roles such as parish vicar before going for higher studies.
He studied at the De La Salle University in Manila, Philippines, where he obtained his Doctorate in Education.
Pope Francis on April 5, 2014 appointed Tran Van Toan as the auxiliary bishop of the Long Xuyen diocese in Vietnam.
He was director of the Pastoral Center at the time of appointment.
Since 2006 he is director of the Pastoral Center and Coordinator of pastoral and missionary activities of the diocese. He also served as the rector of the St. Theresa Minor Seminary and Teacher of Missiology in the inter-diocesan Major Seminary in Can Tho.
Pope Francis on 23 Feb 2019, appointed Tran Van Toan as the bishop of the Long Xuyen diocese in Vietnam.
