Bishop Joseph Shen Bin was ordained with both papal mandate and government recognition at the Good Shepherd Cathedral in Nantong city on April 21, 2010. The main celebrant at his ordination was Bishop John Fang Xing Yao of Linyi from Shandong province, assisted by Bishop Francis Lu Xinping of Nanjing and Bishop Joseph Xu Honggen of Suzhou, both from Jiangsu Province.

Coadjutor Bishop John Wang Renlei of Xuzhou, also from Jiangsu, concelebrated the ordination mass. All prelates were Vatican-approved except Bishop Wang, who was ordained without a papal mandate in 2006. The Holy See recognized him as legitimate bishop in early 2012.

Born into a Catholic family in Qidong in 1970, Bishop Shen graduated from the National Seminary in Beijing and was ordained a priest in the year 1996. He served in parishes until he worked in the diocesan curia from 2002. He was appointed the vicar general in the year 1999.

His predecessor Bishop Matthew Yu Chengcai was ordained the bishop of Haimen in 1959 and was not recognized by the Vatican. He died at the age of 89 in 2006.
