On March 19 2022, Pope Francis named Bishop Vincent Nguyen Van Ban of Ban Me Thuot residential bishop of Hai Phong. Bishop Ban was also chosen to serve as apostolic administrator of his old diocese.

Bishop Vincent Nguyen Van Ban was born on Nov. 25, 1956 at Tuy Hoa parish in Quy Nhon diocese. He studied philosophy and theology at diocesan seminaries from 1968-1988 and worked in his home parish of Tuy Hoa until he was ordained a priest on Sept. 16, 1993. After serving as an assistant priest in his home parish, he furthered his studies at Institut Catholique de Paris from 1996-2005, earning a master's degree in biblical theology. After returning to his diocese, he was put in charge of forming seminarians. He taught at Sao Bien Major Seminary in the coastal Nha Trang city until his episcopal appointment on Feb. 21, 2009. His episcopal ordination took place on May 12 the same year at the Sacred Heart Cathedral in central highlands Buon Ma Thuot city, 1,400 kilometers south of Ha Noi.

Bishop Ban was one of two Asian clergy invited by Pope Benedict XVI to attend the Oct. 5-26, 2008, Synod on the Word of God in Rome.
