Bishop Jose Elmer Imas Mangalinao was born in Cabiao, Nueva Ecija, in the diocese of Cabanatuan on 7 April 1960. After attending elementary and secondary schools, he studied philosophy and theology at the San Carlos Seminary, Makaty City.
He received priestly ordination on 15 October 1985 for the diocese of Cabanatuan. Until 1993 he served as spiritual director at the Maria Assunta Seminary of Cabanatuan City, while also holding the position of parish vicar at the Saint Isidore the Worker parish. He was sent to Rome from 1993 to 1995 where he obtained a licentiate in theology from the Pontifical Gregorian University.
After returning to his diocese, he served first as seminary formator, then first episcopal vicar for pastoral planning and pastor of the Three Kings parish in Gapan. Then, in 2006, he was appointed as vicar general and member of the college of consulters. From 2008 to 2014 he also served as parish priest of the Cathedral. In 2014, while retaining the post of vicar general, he also began to serve as Dean of the College of the Immaculate Conception in Cabanatuan City.
On 31 May 2016 he was elected as titular bishop of Urusi and auxiliary of the archdiocese of Lingayen-Dagupan, receiving episcopal consecration on 22 August of the same year.
On 24 May 2018 he was appointed as Bishop of Bayombong.
