Bishop Joseph Liu Xinhong was born in 1964. He graduated from Sheshan Regional Seminary in Shanghai and was ordained a priest of Bengbu diocese on November 18, 1990.

He served in the parishes of Anqing, Bengbu, Hefei and Suzhou. Father Liu Xinhong served as the diocesan administrator of Anhui, following the death of Bishop Zhu Huayu in the year 2005. He was elected as the Bishop of Anhui in 2005 and was ordained illicitly without a Papal Mandate, on May 3, 2006.

In 2001, the government-sanctioned Bishops' Conference of the Catholic Church in China combined the dioceses of Anqing, Bengbu and Wuhu, as well as the Apostolic Prefecture of Tunxi in Anhui province, to form the Anhui diocese. However, the Holy See does not recognize the restructure.
