Paul Lei Shiyin was born on October 13, 1963. He was ordained priest on November 30, 1991. After his priestly ordination, Father Lei Shiyin served as a treasurer for the Catholic Church in Sichuan. He later became the vice president of Chinese Patriotic Catholic Association (CPA), and also remained a member of the Chinese People's Political Consultative Conference.

Father Lei Shiyin took over as Bishop, when Bishop Matthew Luo Duxi of Leshan died at the age of 90. Father Lei’s affiliation with the Chinese government, earned him their support when he was elected as the Bishop of Leshan in Sichuan Province, on March 18, 2010. Father Lei was ordained bishop on June 29, 2011, at Holy Rosary Church, Emeishan, an event which witnessed the participation of various government officials, and many Catholic bishops who were in communion with the Pope.

An excommunication from the Holy See followed, on July 4, the same year, deeming Father Lei’s ordination as “illegitimate”. His excommunication was lifted on September 22, 2018, confirming him as the Bishop of the Diocese of Leshan.
