Bishop Lucas Kim Woon-hoe was born on Oct. 18, 1944, in Seoul. He was ordained priest on Dec. 8, 1973, and was appointed auxiliary bishop of Seoul on Sept. 13, 2002. His episcopal ordination was on Nov. 21, 2002. He was appointed bishop of Chunchon and apostolic administrator of Hamhung on Jan. 28, 2010, and consecrated on March 25, 2010.

Bishop Kim is member of the Episcopal Commission for Mission and Pastoral Care and president of the Special Episcopal Commission for the Reconciliation of the Korean People, and president of the Committee for the Reconciliation of the Korean People of the Catholic Bishops' Conference of Korea (CBCK). Also he is a member of the Permanent Council of the CBCK and a director of the Catholic Conference of Korea (CCK).
