Bishop Joseph Huang Bingzhang was born in January 1967, in Huilai County in Guangdong Province. He was ordained priest in the year 1991, and was elected the Coadjutor Bishop of the Diocese of Shantou, in Guangdong Province, on May 11, 2011. He was ordained the Coadjutor Bishop of Shantou on July 14, 2011, without a Papal Mandate; thereby he was excommunicated latae sententiae by the Holy See.

Bishop Huang Bingzhang was elected the vice-president of Chinese Patriotic Catholic Association (CPA), in December 2016. He has even remained a deputy to the 11th and 13th National People's Congress. Pope Francis lifted his excommunication on September 22, 2018, thereby confirming him as the Bishop of Shantou.
