Bishop Joseph Han Zhihai, born in 1966, became a priest in 1994 and and was named the vicar general of Bishop Philip Yang Libai. He was later ordained clandestinely bishop on January 5, 2003 and succeeded Bishop Yang. Bishop Yang was secretly ordained bishop of Lanzhou in 1981 and died in 1998.

Bishop Yang, a key figure of the underground episcopal conference established in 1989, had been jailed for more than 30 years in his almost 50 years of priestly life. The bishop was persistent in his refusal to join the CPA and was kept on a farm for "re-education through labor" by authorities.

In 2003, Bishop Han wrote a letter to express his desire for communion. It was presented at the "2003 European Catholic China Colloquium" at Catholic University of Louvain, Belgium.

By October 2009, Bishop Han is recognized by the Chinese government as a priest and not as a bishop, but he works openly in the diocese.

According to the Vatican, Lanzhou is an archdiocese, while the Chinese government recognizes dioceses only.
