Bishop John Huo Cheng was born on February 1, 1926. He entered the seminary in the year 1939. After he was ordained a priest on May 14, 1954, he could not carry out pastoral work normally due to the political turmoil, so he started working in a clinic. He was sentenced to ‘reform-through-labor’ (laogai) when the Cultural Revolution began in the year 1966. After his release in 1980, he worked in a hospital and then returned in 1983 to the diocese, to serve as parish priest. On September 4, 1991, he was ordained with papal mandate, by Patriotic Bishop Benedict Bonaventura Zhangxin, as the Bishop of Fenyang.
