Matthew Cao Xiangde was born in September 1927, in Hangzhou, Zhejiang. He pursued his priestly studies in Sheshan during the 1980s, and was ordained priest in the year 1985. Father Cao Xiangde was made the bishop of the Roman Catholic Archdiocese of Hangzhou on June 25, 2000, but without a Pontifical Mandate.
