Bishop Paskalis was born on May 17, 1962 in Ranggu, West Manggarai district in East Nusa Tenggara province. At time of his appointment as bishop he was serving as a general councilor member of the Franciscan Order in Rome, representing Asia and Oceania regions, such as India, Pakistan, Japan, Australia, New Zealand and Indonesia.
He entered the Franciscan Order after completing junior-high school at the minor Seminary Pius XII Kisol, in East Manggarai on Flores Island. His philosophical studies were done at the Jesuit Driyakara School of Philosophy, Jakarta (1983-1987), followed by theological studies at the faculty of theology, Yogyakarta.
On Feb. 2, 1991, he was ordained priest and was assigned to serve in Moanemani Parish, diocese of Jayapura, Papua, until 1993.
He studied for the licenciate in spirituality at the Antonianum in Rome for three years until 1996. Upon his return to Indonesia, he became master of novices in Depok, West Java (1996-2001) and a council member of the Franciscan province of Indonesia.
He was elected provincial superior in 2001 and was later re-elected for another term, before he was appointed definitor general in Rome.
