Auxiliary Bishop Broderick Pabillo of Manila called on the Commission on Elections to stop making excuses and instead work for clean elections in May.
The bishop made the statement after the poll body warned that the May 9 national elections might by postponed.
The country's Supreme Court ordered this week the activation of a voter receipt feature of vote counting machines, a feature that the poll body has deactivated in previous elections.
"Maybe they want to sow fear because they don't want it activated," said Bishop Pabillo, convenor of the Interfaith Coalition for Fairness, Accuracy, Integrity and Honesty in Elections.
The bishop said the poll body has no excuse to implement the security feature. "Why didn't they activate that when it is in the law?" Pabillo said.
"We've already had two automated polls, and they are always making excuses," he added.
Pabillo earlier called on the poll body to fully implement the security provisions, which is mandated by law, including the issuance of a voter's receipt.
